DNS' are what turn hostnames into IP addresses. You wouldn't be able to visit sites by using *.com or any other TLD without them.

Cloudflare has ties with homeland security and may be a honeypot. They can easily read all your DNS requests and log them for 24 hours. They can do whatever they want with these in those 24 hours. They block Tor and VPNs a lot and may be helping de-anonymize Tor traffic. They have also been accused of helping ISIS (without evidence).
Quad9 was created by the London Police. This makes it likely to be logging DNS queries to be able to catch criminals, which isn't good from a privacy perspective.
